政治立场、政治方向、政治标准要有机融入教材内容，不能简单化、“两张皮”；政治上有错误的教材不能通过；选文篇目内容消极、导向不正确的，选文作者历史评价或社会形象负面的、有重大争议的，必须更换；教材编写人员政治立场、价值观和品德作风有问题的，必须更换。
